Regular clothes; Start off with some good jeans, cute shorts, a few skirts
Under garmets: go to victorias secert. the Pink line is really great for teens your age, and they have shirts too
Swimsuit: try one of the polo swimsuits, they have them at nordstrom. if thats a little too pricy, Target believe it or not has great swimsuits for lower prices
Something formal: to go a department store suck as nordstrom, and you could find a nice dress, or if you go to wet seal you can find nice slacks and tops, or skirts
Make-up: try a light colored eye shadow, simple legnthening mascara (Clinique works well), and a dark blue eye liner will make your blue eyes stand out.
Hair: Keep your hair brown and wavy, you may not like it, but you can do so much to it. Straiten it to where there are no waves, but not flat, and then try to curl your hair around the straitner, then brush it out. The Chi straitner is my personal favorite.

Match them up with some shorts. The plaid ones should be worn with white or pick one color in the shorts that go with them. Never wear stripes or patterns with plaid.
Skirts:

Those are all pretty casual skirts. They can be dressed up at times though! Abercrombie skirts sometimes are a little too short, so be careful if you order online. I would go and check in the store first.

I do not really like Victorias Secret bras and panties because I find that the ones from Target fit the exact same way.

I like their breifs and boyshorts. They are very comfortable. Stay away from thongs though, unless you need them so your undies do not show through.

I would go with a bikini or a tankini. If you have a flat tummy and you feel confident to wear a bikini then go for it! Tankini's also look really good though.

I love her hair! You would have to scrunch your hair and straighten the side bangs to get curls. Unless you did it with a curling iron.

I think that ur best bet is Victoria's Secret cuz it has everything that u mentioned above and Covergirl is great for things like foundation,powder, and concealer if u need any. I also love Abercrombie and Fitch they have
