Is it formal enough or no? It's only junior prom but everyone makes a big deal about any dance with "prom" in its name. Could I make it more formal depending on what I do with my hair and makeup?

Yes you can definitely make it more formal, if your makeup and accessories and such are nicely and elegantly done. I think its acceptable, since the prom isn't supposed to be super formal. Just semi formal.

but makeup and hair and with the right acessories you MIGHT beable to pull it off

no it isn't formal at all. you dont have to break the bank though. formal dresses really depend on the fabric. there are certain fabrics that denote formal attire. if you can put flip flops or flat sandals on and not look like a nut then it is not formal at all.

i dont think it is formal enough. it looks like a sun dress. i think it is just becuase it is tight at the bottom it makes it look not prom-ish.
