Semi-formal dress!?

I'm in 7th grade, 5'4, 142 pounds, brown hair, blue eyes. I need a semi-formal dress, I look good in baby blue and black. And i need a dress that is a little bit below my knees, or to my knees, and my budget is 100$? I'm thinking Macy's, Jc Penney's, Forever 21, and so on. Also, should I wear stuff like a necklace, ring(s), bracelets, and earrings?? Also pedicure/manicure and hair done.. lol.. help !

For my grade 11 semi-formal i got my hair and make-up done and got fake nails

and alternative for you might be if you have a family friend that is really good at doing hair and make -up that can look just as good and you can still buy some new make-up so you feel special on the day but it isn't as expensive. Or you can get your hair styled at a hairdresser. You could get a pedicure and manicure but i didn't i just filed and painted my own toe nails and then got my nails done. Also you get those nise fake nails that you can glue on yourself i used them for parties and they are great. with necklaces and earrings and stuff it depends on which dress you pick. But you don't want to much bling else you may look tacky so maybe if you have a ring don't have a bracelt and vise versa but yeah earrings and a necklace are a good idea.
